Sir:-
I am directed by Secretary Sir E. Grey to acknow-

ledge the receipt of your letter No. 14609/15 of the
31st ultimo, and to state that he concurs in your pro-
posal to inform the Governor of Hong Kong by tele-
graph of the purport of Dr Sun Yat Sen's message,
regarding the case of a political refugee at that
.place .
As however, Dr Sun Yat Sen is himself a politi-
cal refugee from China, Sir E. Grey does not think
it advisable that any communication should be address-
ed to him by His Majesty's Ambassador at Tokyo and he
would suggest, for Mr. Secretary Harcourt's considera-
tion, that Sir F. May should be merely instructed to
repeat the telegram sent to him from the Colonial
